We all know the benefits of electronic invoicing. Processing is quicker and cheaper, retrieval of money from customers is faster, printing, storage and staff costs are reduced. In the EU, e-invoicing could save around €40 billion annually in business-to-business transactions, according to a study by CAP Gemini.

With its potential for simplifying and facilitating business transactions, e-invoicing cannot only make transactions within and between countries as simple as a few clicks, but also help make the European Single Market a more efficient reality.

There are, however, obstacles. Electronic invoices are produced in a wide range of formats and to many different standards, preventing the full benefits and cost savings of e-invoicing from being realised. Variation in national rules which govern the validity and acceptability of e-invoices in legal, financial and administrative terms makes their use in cross-border transactions within the EU difficult. And many potential users have concerns about the security of e-invoicing systems and the potential for misrepresentation and fraud.

European e-Invoicing (EEI) Framework

To help overcome these barriers, and develop a coherent vision, the European Commission has appointed an independent Expert Group - specialists from a cross-section of industries, countries and companies - to come up with a European e-Invoicing (EEI) Framework. The Group is putting forward a number of strategic proposals, addressing the legal, trust and operational barriers and promoting standardisation, and is due to conclude its work by the end of 2009.

The Framework will include legal and best practice guidelines, commercial and operational rules for e-invoicing systems and technical standards. Its aim is to support the wider uptake of secure, high-quality and compatible e-invoicing services across Europe.
