The Interest Group on Shared Services holds kick-off meeting

The Interest Group on Shared Services (IGSS) held its inaugural meeting in May in Dijon, France.

Led by the European Institute of Public Administration and co-designed by the e-Bourgogne Group of Public Interest, the IGSS focuses on issues of performance improvement in local government and aims to:

  • Develop cooperation with the private sector (innovative contracts, cross-fertilisation of competencies)
  • Manage motivation and improve pedagogy toward the elected members
  • Build assessment tools for shared competence centres: key performance indicators, business case, return on investment, good practices, measurement of cooperation between administrative levels
  • Propose shared components and applications for shared services initiatives (eg, smart cities, e-services cloud computing), possibly through common EU projects.

The group discussed many issues, but of particular interest was the idea of a competence centre where knowledge and services could be shared. It also decided that it was important to broadly define the shared services concept, and focus on issues related to administrative performance and public management, such as cost efficiency, the female influence in public organisations or customer orientation.
